Still getting the tilerepository error 455 after following the link

I've been getting the Event 455 error for a long time and ignored it, but I'm TRYING to clean up and it's happening several dozen times a day:
svchost (17628,R,98) TILEREPOSITORYS-1-5-18: Error -1023 (0xfffffc01) occurred while opening logfile C:\WINDOWS\system32\config\systemprofile\AppData\Local\TileDataLayer\Database\EDB.log.

I followed the link and created the folder TileDataLayer and the Database folder inside that... As far as I can tell I'm in the right place, and I've created the right folders. I'm STILL getting this annoying error...



What am I doing wrong here?
