Hold shift key down and click shutdown, this bypasses Fast Startup.
Once powered down unplug from wall, I assume this is a desktop.
Wait a few minutes.
Plug in and boot.
Test

Can't tell you. Every so often the NIC just gets hooked for lack of a better word.
Could be a comm error, maybe a static charge, maybe it was a program.
It is just one of the common things I've seen work. Fixed is also used on laptops where touchpad or keyboards just quit, harder with the sealed battery.
I've even experienced it on my old desktop but haven't had a recurrence in at least three years.
