    Irratic performance

My son's PC with a AMD Phenom X4 9100e and 8GB RAM runs a bit slow. The OS is Win10 v1909. I checked it with Everest Ultimate and noticed that the multipliers are flicking between 9 and 4.5, i.e. halving, and the core temperatures were at 80 - 87°C on normal windows 10 desktop activity. No gaming taking place.

    Can the fans just fail?
Is this a matter for cooling compound?

Yeah, fans can "just fail", but I wouldn't necessarily believe a single temp sensor reading. Find at least one more and see if they also report in the 80s.

Was this a self-built machine and do you have any reason to think it has improper CPU thermal paste? A greenhorn builder might accidentally omit it, but I'd think it very unlikely that a major builder would.

Are the high temps a new development?

Have you inspected Task Manager to attempt to find out what, if anything, is pounding on the CPU?

You should be able to look in the BIOS or use a program like HWInfo to monitor both fan speeds and temps.

Yeah am sure it do with compound may go dry on halve core or something!! What CPU cooler are you using? Have alook at your CPU but you need remove CPU Cooler!
Maybe it time to re-apply Thermal Paste for your CPU.
I use recommend this Paste on my CPU and GPU which is much better cooler > Have a look here >Thermal Grizzly

Fans do fail, they need checking and replacing where necessary.

That temperature is way too high, so obviously the cooling system needs checking throughout. The actual heatsink compound is merely there to assist in the contact of the heatsink/cooler which has to be fitted on correctly and of adequate ratings.
I use the non-electronically conductive type of paste as I think it is safer to use.
The fact it seems to be clocking down indicates too high temperatures.

It may also be riddled with Malware which is running unnoticed other than slow running, children are fearless when downloading stuff from dubious websites.

We have had the PC for a few years. and other than hoovering inside it has been untouched.

My son is 20, but he plays and despite MS and Avast antivirus he might still catch malware.

Everest reported high temps for all 4 cores.

Use something other than Everest to confirm temps. It may or may not be able to properly read your CPU.

HWInfo to get fan speeds and/or temps.

Or look in the BIOS for fan speeds.

Open the case to confirm all fans are or are not spinning.

Have you ever looked at Task Manager or tried in ANY way to see what might be occupying your CPU?

There are numerous things you can do to confirm all of this, but so far it doesn't appear you have investigated anything other than using Everest.
