    There is an application.
It takes time to learn it (I've not spent the time).
Typically I reboot the computer and reopen browsers and there is a tremendous drop.

I never worry about the use of RAM by the OS until I see issues doing what I want, Windows and other OSes will use as much RAM as they can get to perform the needed tasks. I do prefer double the System Requirement for the OS and with Notebooks like to have the maximum supported by the system, usually 8GB on newer models and 4GB on older ones which is a common hardware limit. Desktops have more leeway with their motherboards like yours with the 32GB shown in your My Computer information.

One other thing is Windows may not be using the Paging File since it's not needed when having that much RAM until the RAM gets filled up. It's actually faster using RAM as the drive the Paging File is on isn't being accessed as much for offloading older data from memory to make room for more current data.

Right click the mouse button on the taskbar and select Task Manager. Look at Processes and it will show the amount of memory each task is using.

Your non-paged pool is almost 2GB in size, which is not normal. Drivers reside in that part of memory, so you may have a memory leak in one or more of your drivers. Make sure they are up to date and see if that helps.

i am using this tool CleanMem Free/Pro | PcWinTech.com™ it calls on windows to clean any excess memory so far it reduced my ram from 77 percent to 48 percent it is a good tool to keep memory in check and to only use what windows needs?

I've never used a memory cleaner. And besides, like I said, your non-paged pool size is waaaaaaaay high compared to "normal". So again, I suggest updating drivers - especially network drivers, as they can have memory leaks in them, which can cause the issue you're having. The memory cleaner program is just a band-aid in my opinion, and I'd rather find a permanent fix.
