l regularly have situations where my Windows 10 system (MS - Surface Pro) behaves extremely sluggish or gets completely non-responsive. When I then fire up task manager I often see 40%, 50%, up to 99% "system interrupts" as top-CPU eater. What is this BS? What is going on (or rather: wrong) here?
How can I identify and resolve the issue?
Typically if its above 20% it tends to point to a driver issue. Have you updated a driver recently when this problem occurred?
Download and run Sysinternals Process Explorer...

In the toolbar, click on Options > VirusTotal.com > Check VirusTotal.com
Each process will be checked for malware, and the results displayed in a separate column.
Keep it running and switch to see what is happening at the time of the CPU spike.
When the process or processes are identified, right-click and select Properties.
Watch the Threads and Disk and Network tabs.
