This also included the rather half-arsed update to Windows 10 version 1909.

Same here.
This month's CU only contained security updates. Fixes were installed in the October CU, along with the files for the 1909 upgrade, which were 'switched on' when we upgraded to 1909. Maybe next month...:)
I don't know if you've been following the posts in the Windows 10 News section of the forum, but Microsoft have abandoned the twice yearly major feature upgrades, which is why 1909 may seem anticlimactic. No major new features, in other words

Just an off-topic aside, does your Windows Update history list now show that you installed version 1909 twice?
Mine does, but I have no idea why!
Before I knew the history, I did the install, which didn't do what I expected it to (I now know why of course), but after that the update to 1909 option disappeared, so I couldn't have installed it a second time!

I have that too, but I don't know why.
Your screenshot shows the same 1903 update as @thomaseg1 :
He has done something which cleared his update history. The feature update to 1903 I think you are referring to is the original Spring update, which you'll see if you look at the installation date (07/06/2019). It wasn't a full feature update this time, just a cumulative update. Perhaps the (2) next to the latest 'Feature Update' refers to the fact that the files for it were downloaded along with October's CU, and then activated when we upgraded to 1909 the other day.
Yes. Apparently this is the new procedure for the Fall, er...I mean Autumn, feature update.
