10-15 second freezes & hangs constantly after rebuild
Hi
Recently had to rebuild my PC after it bricked (some sort of driver conflict...never figured it out). Ever since then it's been hanging/freezing for 10-15 seconds. Seems to be temporarily fixed by a restart but always returns.
When it does, the mouse still moves but no keys function or apps open. Task manager seems to always show a massive spike in either C drive activity or CPU. Sometimes the CPU bounces up to 100% constantly (see image).
I've checked my drivers. I've run Windows Defender & Malware bytes. I've run sfc as well but can't seem to get to the bottom of this.
Any help would be very appreciated.

Sorry, should also add - have run chkdsk - that cleared a bunch of errors. Have also used CrystalDisk & that said all my drives were good.
