Are you sure? I'm certain I saw a site that said it didn't work. On my laptop, the globe icon (lower right) has a "no" symbol (circle/slash) on it, and the only option if I click it is airplane mode. And clicking on that does nothing. There are no networks listed to connect to.
If you're looking at the PC that's stuck in Safe Mode, it's probably Safe Mode without networking, which would give you that. Use the PC you are on right now to get to your MS account, if it is a PC. Any other PC would do, a friend, the library, anywhere.
Another option would be to restore a recent system image backup. If you have one, restore method would vary depending on what it is.
To double-check I restarted in Safe Mode with Networking. No change.
I'm on my phone at the moment, but what would I do differently on another PC? I already changed my Microsoft password.
At the safe mode login screen, I clicked on the power icon, then held down shift when I clicked restart. That got me into the diagnostic boot, from which I chose troubleshoot > Advanced options > startup settings, etc.
Why isn't the new password working? I don't know. According to a page I saw, it doesn't work over Wi-Fi.
No, I didn't see any options to get back into normal. None of the ideas I found online worked either.
This is an HP laptop, and this HP video claims you can get into the Command Prompt and bcdedit to remove the safemode switch. But I followed their instructions and that also prompted me for a password. Right back where I started.
Finally I followed the instructions for Solution 3 at this site. I downloaded the MS Media Creation Tool, booted from the USB key, and from THERE I was able to get into Command Prompt and clear the safemode switch.
So, finally, I'm back in business. But I'm not going to try Safe Mode again until I figure out this password mess...

It's good to see you found a way around that insane catch-22. If you don't really use an MS account at all, and this one can't be fixed right, you might want to consider making a new MS account that's clean and working. Write the credentials down and hide it somewhere. That way you'd have a working one you could use if needed for anything.
I'm not sure HOW to associate a working MS account with my laptop. As far as I can tell, I already DID. I have two different MS accounts, a real one and a throwaway one. My external email address is associated with my main MS account, and my laptop profile refers to that email address. I tried resetting the password on BOTH MS accounts and it still didn't work.

I decided to update my AMD drivers without going to Safe Mode. I figured a reboot would clean things up.
So I uninstalled the driver (Radeon RX Vega M GL Graphics) and downloaded the driver from AMD: Graphics > Radeon RX Vega Series > Radeon RX Vega Series > Vega 56 or 64 ?? Nothing anywhere seems to mention the distinction. But both of them download the same driver installer, soo...
Run the installer: "No eligible components are found to install"
Any suggestions?
I'm still running fine, apparently on the alternate Intel graphics in this HP Spectre 15-ch00x laptop. HP has a driver for it but it's dated February 2018, AND it's the driver I was running before -- the one @zbook wanted me to replace.

!??? I happened to look at the Device Manager and now I have a driver!! No idea how, since the AMD driver said there was nothing to install. But I have a 12/25/2018 driver now. Merry Christmas, I guess! The elves must have been busy...
Honestly though, if the bluescreens were caused by the AMD driver, and I was running fine without it... why install it?

OK, I have read the thread from start to finish and I have a suggestion what might be causing this sluggish performance. I had a similar problem with a desktop PC which was running Windows 7. Decided to blow that away and upgrade to 10 Pro. That seemed to cure it. I added my programs and games and all seemed good. The SSD was 120 gb and was about 3 years old. The PC then started to lock up on boot and also take some time to open programs. I suspected the PSU so threw another one in. Thought it cured it. Turns out after it would no longer get through the POST that the SSD was the cause. All the tests said the SSD was fine before it died completely but frankly on reflection the drive has been playing up for about 3 months and causing no end of grief. Would not rule out the SSD.
