If the CPU temperature is high, you may we using a lower clock to protect the CPU
CPU temps run 45-50°C when idling. I ran an all-core 100% CPU stress-test and the temps jumped to 80, then slowly worked their way up to 90-95.
I've been running in a clean-boot state since last Friday or so. I think it's better. I'm going to switch back to normal boot and see if it's noticeably worse.
defrag /a says defragging is not necessary. There is one 350GB contiguous free space.
Even if it was more fragmented, I don't think defragging is necessary. SSDs have almost no penalty for random access. Windows does a defrag once a month and that should be plenty.
CPU Temperatures should never go above 80ºC. Running above 80ºC soon or later it will die.
What about the Radeon GPU?
My suggestion is to buy a cooling platform.

I had all 8 cores running at 100% CPU to push the temps up that high. In actual use I never load the system that hard. Right now the system is running less than 50° and that's fairly typical.
8 cores at 100% is like driving my car 140mph. If I drove like that very often, I would want to upgrade a bunch of hardware on the car (tires, suspension, etc). But since I never take it over 90, it would be silly to waste money to fix a problem that doesn't exist.
If I used my laptop 24x7 to train neural nets or transcode videos on Handbrake, then I'd worry. But I don't, so it's not an issue.
You have a Ferrari motor on a Corolla and it's over heating. You say it's OK. It's Your computer.

TJUNCTION= 100ºC (Junction Temperature is the maximum temperature allowed at the processor die.)
When you see a temp as high as 90ºC, the Junction Temperature is higher.
As I wrote before, when CPU temperature is high, the clock is pulled down to protect the CPU.
