    Can't delete what isn't there.

    Windows 10 v1903.
In Device Manager; Portable devices, I have a drive showing up that is not there. I have uninstalled it many times only to have it re-install itself on re-boot. Thinking some other device must then be dependent upon the Ghost device, I did a "properties""drive""driver details" search and manually deleted every driver that was associated with this device-Twice. Windows now tells me there are no drivers installed for this device.

I have tried 3rd party device Manager management software.
Tried to delete the device in safe mode...
    It's still there, not there.

The issue is that it's is conflicting with my portable DVD/Bluray drive; rendering it inoperable.
    Ideas?
    Kevin

When you did the driver details I'm hoping you looked up what device it thinks it is?

    Could you share?

Saw this article. Did you disable device?

Why is There a Black Arrow in Device Manager?

If you open File Explorer is the drive listed there, maybe under Network.

    Caledon Ken,
Now that all is fixed, I'm pretty sure the phantom device was seen as an old CD drive...which would make sense due to the history of my installing and uninstalling external drives over the last few weeks.

The black arrow represents that I had DISABLED the device, even though file explorer still saw and acknowledged it's presence.

Did you read this entire discussion? The advice I received did allow me to finally delete the "volume".
