Does it remain slow after booting?

I'd begin by looking at processes and RAM and CPU usage in Task Manager.

It can be a disk issue.
    Do a disk check.
Open a CMD window as administrator and type:
    chkdsk C: /f
It will say your disk is in use and if you want to schedule to next boot = yes
    Reboot
Pay attention on the results, specially bad blocks, bad clusters, bad sectors...

In the same computer, you can change the HDD with another HDD or SSD. M$ has saved your computer ID on their servers so you can reinstall Win 10 and it will activate.

Check you maximum processor state is 100% in Processor Power Settings in your power plan. Also use Autoruns to check / disable stuff loading at start up.
