I don't know why you are trying to playback 720p videos with an onboard Intel GMA 3000 which has difficulties playing 720p videos.
It might work out well playing any HD video from the computer, not from the internet.
The Q9550 just isn't cut-out to play HD videos. It needs a dedicated GPU.

often the CPU just plays a minor function in playing videos -- the two most important things are 1) the GRAPHICS subsystem being used, and 2) The refresh rate of the monitor being used to play these on.
If streaming from remote sites then obviously the network will play a part but assuming most people have adequate speeds that shouldn't be a problem.
A possible drawback on older computers could also be the Disk I/O subsystem --slow disks even when the rest of the system is powerful will kill any computer stone dead.
720p videos should be playable with relative ease even on quite old gear so long as the graphic chipset is capable of delivering it -- I've played 1080p output from a computer running a lowly celeron chip -the nvidia graphics card handled it all perfectly.
If you use weird codecs (although more mainstream these days) such as HEVC H265 then you will need a decent processor to do the decoding (unless that's already built in to the graphics GPU --probably won't be on smaller systems with integrated graphics). Simple things like .AVI should play though reasonably.
Too many people just get bogged down into the CPU specs without understanding the other parts of the system -- a computer is composed of a load of subsystems --they all need to work "in tandem" to achieve the optimal result.

I'm not/was not whining, I was explaining myself. Now, here, tell me what do you think after reading this:
So after saying in several posts that now that I removed the GT730 dedicated GPU, using the integrated Intel GMA 3000 instead, not only 720p in YouTube works, but 4K as well, you find this guy telling me I need a dedicated GPU to process 720p, and that the Q9550 won't handle HD content from internet (not only can handle HD, but Full HD and Ultra HD...)
There was a time in forums when only people that knew what they were talking about replied to you, trying to help. May be there were less replies, but these were justified.
Apparently now what counts is that you replied "trying to help", no matter what your level of expertise in the field. Sorry, I'm not buying that. You may guess and make it clear that you are guessing and could be wrong, that's right. I'm not saying users can't be wrong.
What you can't do is reply saying something that contradicts completely a test you have already made and posted here and proved to be true. That is not helping. That is not reading the replies and answer whatever you feel like.
Anyways, I tested yesterday the PC without the GT730, and every GPU test was way, way worse with the Intel GPU GMA 3000, except these 2 results:
Simple vectors and Windows Interface. So except that, all the benchmarks show the GT 730 to be superior, way superior, and then any problem with the PCIe limiting the GT730 I believe should appear in these benchs, but it's not appearing.

Hi - first time poster, obviously. Just jumping in to say the above isn't true.
My Q9550 machine handles all that stuff fine. Regards the Intel GMA 3000, I'm not familiar enough with that chipset to comment.
But hell, I can playback 720 (from youtube) on my atom processor, dependent on the codec, using the onboard intel graphics (circa ~08). And youtube codecs are geared toward low-cpu, not high fidelity (go to vimeo for a high-fidelity, medium-cpu codec).
To the OP: I'm not interested in reading through the entirety of this thread, but if the obvious hasn't been stated, trying swapping out the graphics card and see what happens. What you're describing either sounds like driver's not working properly - in which case try a much earlier version of the drivers - by a few years - or graphics card failure.
