The log displayed Microsoft defender hash mismatch.

This has been fixed recently in two threads by running the restorehealth command followed by scannow.

I got it fixed by doing the above link but I have another issue. none of the desktop icons open up just have the busy pointer and it works in safe mode but not in normal mode. Only thing I can think of is to run the windows ISO again and see if that fixes it.

If it works in safe mode see what happens in clean boot:

Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts

If that works then look for the problematic software.
If it fails you can try an in place upgrade repair and / or creating a new user account.
Repair Install Windows 10 with an In-place Upgrade

That worked seems my niece had an illegal program and when I ran a virus scan it must have disabled the ability to open, all my paid for programs open it was just that illegal one so now it's removed and everything is as it should be. Thanks

    That's great news.
    You are welcome.

Consider making a free backup image.
Save the backup image to another disk drive or to the cloud.
If there is malware, ransomware, registry or operating system corruption, failure to boot, etc. you then have the option to restore the image.

(Acronis, Aoemi, EaseUS, Macrium, Paragon, etc.)

Macrium is widely used in Ten Forums.
