is it a CPU or RAM issue?

I have a download manager and I have fullaccess to a site where it allows me to download things at full speed possible.

When I download many files at the same time (maybe talking about 8to 10 files at the same time). I leave it behind and do something else the whole experience is affected. Like typing up now each alphabet is delayed to show up.

Is it likely to be CPU or RAM issue? My CPU is i5 2400 and RAM is 8GB

I used to have that problem until I realized I was using too much bandwidth with my downloads, fixed it by cutting the number of connections and download files to 5 or less. It still took awhile but by bookmarking those I hadn't done yet got me back to them. Might not work in metropolitan areas with large populations but in small towns/rural areas may not be as many folks using the bandwidth and larger downloads might work a little better. It was a huge problem back in the Dial-up Modem days at 56Kbps [actually 53Kbps] speeds.

you could install a faster Intel i5/i7-2xxx CPU like i5 2500 or i7 2700k even though it may be a small boost in cpu performance.

but cutting down the number of simultaneous file downloads to 5 or less would help out a lot (8 to 10 is too much)

It's not a CPU or memory issue. You have a good CPU and plenty memory.
Do you have a SSD? How long does it take to boot?
I would say that the download manager you're using is taking all resources to manage the downloads.
Did you try to make the downloads without using the download manager?

Nothing to do with CPU or RAM memory or SSD/HDD.
All to do with Your Internet service, your ISP, and what they allow in terms of Downloads. In addition the servers from where the files come from, and other factors.

If you do multiple downloads they all get slower as your service is limited by your ISP to what you have paid for, say that is 100 Mb/s then if you do 10 simultaneous downloads then each will only be 10 Mb/s. i.e. it is shared.
Some Download managers may allow you to access more servers for a particular download but that does not gain you much as that server may limit the number of connections and/or speed.
That in turn is further limited by the Internet service you pay for.

I rarely do more than 2 at one time as doing too many streams at the same time may increase errors and it all has to be done again.

As already mentioned in post #3, I used a Download Manager in the days of Dialup Modem as speeds were so slow. More for scheduling as some would take a week for the one large download.
    Don't bother now with broadband.

I agree your issues have nothing to do with your computer other than to orchestrate your download manager's process. It is your bandwidth. I have never used anything other than broadband for my internet connection for years. Short of wanting to use fibre optics, that is. However, I like to use an internet downloader. I use a program called Internet Download Manager so that I can help keep separate my documents, compression, program, music and video files automatically.
