10016 Warnings for PerAppRuntimeBroker but Windows Security warnings

Win 10 Pro 64-bit, version 1903. I have run sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth MANY MANY times, including an hour ago.

I KEEP getting a GAZILLION sets of four or more Event Viewer 10016 Warnings together about

The application-specific permission settings do not grant Local Activation permission for
the COM Server application with CLSID
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user DESKTOP-3*****N\[My User Name] SID (S-1-5-21-[10 9 10 digits]-1001)
from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable).
This security permission can be modified using the Component Services administrative tool.

But if I put on my superpowers as Trusted Installer and go to dcomcnfg to add my User Name with Local Launch and Local Activation permissions to PerAppRuntimeBroker, I get this:



If I hit Cancel, I see this



Note that all three existing entries have the same Local Launch and Local Activation permissions checked.
So - what should I do?

What is that long SID in the preceding picture?

What app is trying to use PerAppRuntimeBroker anyway?

Yes, bro, I know that. But I'd still like to know what's going on in this case.

1. Type Regedit into Start Menu.
2. Go to HKEY_Classes_Root\CLSID\*CLSID*.

Note: *CLSID* stand for the ID that appears in your event viewer error. In your case, it's {2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}.

3. Right click on it then select Permission.
4. Click Advance and change the owner to Administrators. Also click the box that will appear below the owner line.
5. Click Apply and grant full control to Administrators.
6. Close the tab then go to HKEY_Local_Machine\Software\Classes\AppID\*APPID*.

Note: *AppID* is the ID that appears in your event viewer. In your case it's {15C20B67-12E7-4BB6-92BB-7AFF07997402}.

7. Right click on it then select Permission.
8. Click Advance and change the owner to Administrators.
9. Click the box that will appear below the owner line.
10. Click Apply and grant full control to Administrators.
11. Close all tabs and go to Control Panel --> Administrative Tools.
12. Open Component Services.
13. Click Computer, click My computer, then click DCOM Config.
14. Look for the corresponding service that appears on the error viewer.

Note: For this step, look for the one that appeared at the right panel of the RegEdit. For example, the AppID Registry (316CDED5-E4AE-4B15-9113-7055D84DCC97) contains the "Immersive Shell" Data with a (Default) as a name. Now look for "Immersive Shell".

15. Right click on it then click Properties.
16. Click Security tab then click Customize in the Launch and Activation permissions section. Click Edit. Click Add. Add a Local Service. Then Apply.
17. Tick the Local Activation box.

Freebooter- please re-read my top post. I was going to do that but hit my first picture -- the Windows Security notice -- and stopped. What does my first picture mean?

(By the way, when I want to fix a 10016 Warning, instead of changing ownership in regedit, I use a tool that turns me into Trusted Installer and then go to dcomcnfg to add the Launch and Activation permissions for the indicated user. But not this time because I got that Windows Security notice.)

I only get this warning when I start Chrome Browser. It repeats every time I start a new browser session in Chrome... It does not trigger in IE or Edge... I sent a msg to Chrome... So, it may take a while to get fixed.

Don't hit Cancel. You want Remove. See this thread for all the help you will need. (My own 10016 Error was the same as yours. PerAppRuntimeBroker)

it does it with vivaldi too. how do remove this message? I already have all the admin rights to start the dcom thing
