CPU Temperature spikes Immediately following Feature Update to Windows

Immediately after installing the latest (big) feature update to Windows 10 1903, my CPU temperatures started to spike.

CPU is NOT overclocked
CPU is Water Cooled, all indications are that pump is running and fans run
Case, fans, radiator are all clean
Temps appear normal or very close to normal at idle or very low cpu usage. 27C-33C
Moderate or high cpu usage results in temperature spike 10C or higher than immediately prior to latest Windows install. 75C-80C or even higher when previous highs would spike around 65C
Temperatures given are the core temperatures using Core Temp. Room temperature is 22-23C

I've tried to discover if there could be a cause or something else such as excess background programs running, Runtime Broker problems etc etc, anything that may result in a possible issue and fix and either no luck or just not sure.

Also aware that there is a slight possibility that with a highly unusual timing coincidence, that the cpu cooler may be starting to go just as my computer restarted with the new Windows update. But because of the timing, I don't want to just up and get a new cpu cooler ($$$) and tear the pc apart to find out its not that.

Any insights to solutions or possible feature update bugs that will be corrected later would be greatly appreciated.

I'll definitely keep an eye on it. Unfortunately I will be leaving on vacation tomorrow and it'll be a few days before I get to observe it again thoroughly.

I should also add, I've made sure all drivers are updated.

I have had similar experiences after a few different major feature updates. The system seems to return to normal after two days or so.

Perhaps it's the Indexing Service having to index all the new files. I've noticed my hard drives doing lots of disk accesses. Or maybe it's gathering a lot of new telemetry. I dunno.

Got back, manually downloaded the latest update that came out a day or two ago (KB4512508) in case there was something in that to "fix" the issue but no real luck.

I looked at the indexing issue, it doesn't appear to be that and even so, when indexing its pretty quick with the ssd, but thanks for the suggestion.

I will seriously look at replacing my cooler at this point but until then hope that it was maybe something in one of the updates that will get fixed.

I would not call that a spike, just normal if the CPU is working harder for a while.

However with your cooling system something looks a bit wrong. It should keep the CPU at a more reasonable temperature with 100% CPU usage.

Assuming the cooler is working correctly then it may well be the contact between the cooler plate and the CPU.

Relatively easy job and cheap job to remove that, clean it, and replace the Thermal compound. Being clean about this is important as a bit of grit can result in poor contact between the CPU and cooler plate.

There is no software fix for this, it is the cooling system that needs servicing.

Yeah, looks like I will be trying this option this weekend unless some other odd "miracle."

Well, the replacement cooling system I was supposed to get yesterday will now probably arrive Tue-Wed. In the meantime I ended up completely redoing the existing one (cleaned and redone with the correct method for the particular cpu I have).

Not counting the possible temperature drop from the burn in time for the new Arctic Silver 5, my temperatures are roughly the same as before I removed the cooling system - higher than they should be.
