I got a USB to Ethernet adaptor and it didn't work in fact it was worse i also tested it on the laptop and got the same poor speed so i know its the adaptor that is crap i guess the old saying you get what you pay for fits, i have now ordered a UGreen version that has a lot of positive reviews on Amazon.

I have also run a speed test on my phone which gave high 50's and when i tethered it to the PC it dropped to 12 Mbps so there is definitely something going on with this PC, i tried the network thing Bro mentioned earlier and as you can see its still acting up.

The fact i can get full speed (60+ Mbps) using the laptop on the same Ethernet cable rules out my ISP throttling its a 80/20 connection and my modem is showing 72 Mbps.

I have a feeling the new UGreen adaptor is not going to fix this though my fingers are crossed as i haven't a clue what to do next.

I would completely wipe it and start again but i don't know if i can get drivers for the motherboard etc .

You can export all existing drivers on your system and keep them offline somewhere to use if you couldn't find a driver after a start-over clean install. Usually 3-4GB, so the saved drivers would fit on a thumb drive.

I think it may be a driver conflict that is causing this so wouldn't using the existing drivers cause it again on a clean install?

    Finally sorted.

I found a forum thread suggesting it may be Panada antivirus so i uninstalled then used their their uninstaller as suggested by the guy in the thread, i have posted the link in case anyone else is having the same problem.
