Task Manager shows 100% Disk use but everything shows 0%

My computer here and at work will run excessively slowly and when I go to Task Manager to end the process it shows 100% Disk Usage yet the Processes show 0% being used. Sometimes I wait for it to run through and eventually in a couple hours it will get back to regular usage but I don't have that time. I shut off the computer and reboot which usually fixes the problem for now.
Can anyone suggest a reason and/or solution to stop this from happening?
    Thanks.

Hi, please try using Process Explorer, free from MS, to look further.

Also consider your actual transfer rate. Does it look right, or is it very low?

Also try a clean boot and compare.

    If you search for
    100% disk use "windows 10"

you will find various articles. Not all suggested solutions are good ones, though. Treat with caution.

E.g. if disabling Windows search (often suggested) reduces this, there is an underlying problem, probably some file or disk corruption. Windows search per se should use no resources when indexing is complete.

I.e. you should treat that idea as one to experiment with leading to further investigation, not a 'fix' as is sadly suggested in some places.

We would see this same problem at work on some systems that had TrendMicro antivirus installed.
And it would go away if we uninstalled it. Reinstalling TrendMicro after uninstalling it would (most times) solve the problem.
