Application doesnt use 100% of GPU is this normal?

When I play League of legends, my fps is around ~35 and task manager says that my gpu has around 20-40% usage.
My CPU is on 100% most of the time when i play, would this be considered a bottleneck?
I dont remember changing anything recently and this randomly started happening. My fps was always around 90-100 before and my cpu would not go 100% before but im not sure about gpu usage.
    This is a laptop.

yes, it is exactly CPU bottleneck. to avoid this, it should be vice versa like GPU 99% and CPU 20-60%. also check task manager to see if just the game is using 100% of your CPU and not by other applications.

Looked at Laptop specs, no exp on these dual video ones, that could be an issue, I know it's been a pain in the neck for many, and I wouldn't buy one now.

CPU and GPU are ordinary class, but ONE uses "shared" SYSTEM RAM (MUCH MUCH MUCH slower) and the Radeon 535 since "discrete" should have it's own higher speed GDDR tier RAM, if it's using the slower or both at same time, a big performance hit is possible.

I'd check video drivers and settings, make sure you aren't defragging, noticed you have only solid state drives, you have TRIM enabled? It's the superfast defrag of SSD's sort of.... search on it if you want all the wordiness fun and you too can forget it quickly!

Ultimately SSD's only have a finite amount of writes to each sector, typically 10,000+ rewrites, if you have certain things enabled, like indexing, hybernation, auto-fragging, logging, etc etc this will eat up writes over time.

Once a SSD locks up though, it's pretty much toast, no access to data possible, so in your case, I would urge you to backup EVERYTHING important to the user immediately, modern sata/EIDE/IDE hard drives on the other hand, before failure, there are clues often that it's on the way, one being increase in noises coming from the drive, and/or read or save errors from the OS.

Yes, that sort of thing is normal.
Some games mainly use the CPU and others the GPU.
There is always a hardware limitation, be that 100% CPU or iGPU/GPU usage, with the other of course being less to varying degrees.
Depends also on the feature set you are enabling in the game, again these vary in their use of CPU and GPU.
    A complex scenario.

#2 is simply wrong, there is no "should be" about this at all. Far too many variables.

#3 that is all irrelevant. You said it yourself "no exp on these dual video ones, that could be an issue".

I do use a Laptop with an iGPU and a discrete GPU and with 6 years of experience.
Unfortunately consumer users purchase such Laptops and are unaware of the hardware design.
