I have one more idea. In fact, I just ran into this myself. Maybe I'm way off here, but it's worth a shot.

Open Device Manager and locate your network adapter. Check the Power Management properties for the adapter. If you have the option to "allow this device to wake the computer" enabled, then make sure that you also check "Only allow a magic packet to wake the computer" enabled. I suddenly found a computer kept starting right back up when this option was not checked.Click image for larger version.

This settings is only to wake from sleep.

The OP said it can't shutdown as immediately restart.
To start the computer with a LAN cmd you need to set WOL (Wake On LAN) in BIOS. WOL is common on Servers.

    Puertas12, did you try the C:\Windows\System32\shutdown.exe /p ?

Yes, I know that the setting is for wake from sleep. What I am telling you is that on my machine, it would shut down and then immediately wake up again UNLESS I checked the noted option. Then it would stay shutdown and would note wake up immediately giving the illusion that it was simply rebooting and not ever shutting down.

    The logs started on 5/30/2019.

There were multiple problems seen in the logs including:
    a) use of Windows 1709 (failure to upgrade to 1803, 1809 , or 1903)
    b) use of 32 bit architecture with 24 GB RAM
    c) failure of Windows fast startup
    d) BSOD
    e) insufficient free drive space on the Windows drive:
    Code:
    Free Space: 7.0 GB
    f) insufficient drive size to upgrade to Windows 1903: 30 GB

    Code:
          Drive: C:
     Free Space: 7.0 GB
    Total Space: 30.5 GB
    File System: NTFS
          Model: TOSHIBA-TR200

    g) possible drive file system corruption

    Consider the following steps:

    1) Determine whether the CPU can or cannot support 64x architecture
    2) The computer has 24 GB RAM and can only use 4 GB RAM with its 32x architecture
    3) Windows 1903 requires a larger capacity drive size than earlier Windows builds
    4) Replace drive 0 with a larger size drive: consider drive size > 100 GB so that
    a) the page file is on the Windows drive
    b) there is 15 - 20% free space
    c) there is sufficient reserved storage for future Windows upgrades
    5) Replacing the windows drive with a windows clean install (replace drivers and applications) may fix the BSOD
Thank you for your answer. Indeed I was running a 32 bit Windows version and I was not using the whole memory in my computer. Currently I installed a fresh Windows 10 64 bit and the computer is shutting down properly. Never-the-less I do not close the thread because I lost the grub. Once I will install it again I will make sure that windows is still shutting down properly.
