Related to the ntoskrnl dpc latency spikes. Regardless your machine AMD Intel Nvidia whatever the ntoskrnl spikes exist but vary in how hard hitting. The lowest I have seen so far is about 650-750ish and that is tolerable but still shouldnt be there. Some people get 2500 or more spikes and that will result in what your are seeing. Those spikes are like a punch in the chest to your PC everytime it happens. To test download the program "LatencyMon" free home edition. Run it for about an hour in the background and it will tell you how bad the ntoskrnl spike bug is for you. Like Isaid everyone on 1903 seems to have it, it just varies in severity. Regardless it shouldnt be happening and Microsoft needs to fix it.
