Here's mine after 23mins or so, just random web browsing. If i were to watch a 4k video or something, it would spike it bit higher but nothing too far out of range.

I use mine for my recording studio. Different application than yours.
When I record, I disable the NIC so I'm off line. I was on-line when I did the Latency Mon test, but I've had dropout problems in the past being on-line so I always disable it when doing anything with a recording program. May not be an issue, anymore, but I still do it.

this is affecting intel and amd cpu's with default throttling settings configured.

How To Disable Power Throttling in Windows 10 [Recent Versions]
Note if you do use GPE to enable turn off power throttling and you want to put it back to not configured/disabled, you will need to edit registry as GPE doesn't reverse where it added/changed regkey.

If you do not have such a key, then just create it.
Here, create a new 32-bit DWORD value PowerThrottlingOff.

Seems that KB 4505903 includes one or more fixes to help address DPC latency issues, even though that information is NOT included in the What's Fixed list for that CU.

I saw that on the Gearslutz forum this morning. Pete Brown has been active in the gearslutz thread.
I installed it this morning, although I wasn't having any more problems.
I did a 3 hour recording session for a client, Saturday, and no audio problems.
One of the users that reported this KB fixed their problems is using an ASUS ROG Z170 motherboard with the added Thunderbolt adapter. Until he installed this KB he was still having problems. I have an ASUS ROG Z170 motherboard but no added Thunderbolt port adapter. Apparently something in this KB addressed Thunderbolt???

tis amusing they didn't report it also caused significant framerate drops in some games.
ie... bf3 went from 50fps to 190+ with the fix.

Sorry to bump, but I just got the KB4505903 update (Not an insider, but I installed the package from here Cumulative Update KB4505903 Windows 10 v1903 build 18362.264 - July 19 and my DPC latency hasn't changed... ?
I checked in winver, and it definitely says Build 18362.264, so the update is clearly applied. The only way I can get my DPC latency back to what it used to be is with the Timer Tool TairikuOkami posted.
