Same GPU, different platform (Intel Haswell). Clearly there is a massive difference in latency despite using the same windows configuration, including power plan. The only difference is motherboard/ram/cpu and their associated drivers, NOT the graphics drivers as I used the same one on both systems.

Every device I have tried that is on a newer CPU socket has had much higher system latency. I don't know if this is a product of shoddy drivers either from the manufacturer or by an issue with Windows update, or a design issue in newer systems (perhaps designers are putting too much throughput in buses and not leaving enough overhead for spikes in demand). I've literally bought laptops from different brands and now have even assembled an entirely bespoke system that suffers from the same exact issue, yet my older custom built continues to work fine and experience no extreme latency spikes.
