I have Windows 10 Pro 64-bit and two SSD's. I wanted to setup defrag to run trim regularly but disk defrag does not seem to be installed. When I go to the tools of my SSD and click optimize nothing happens and the disk defrag service is not even installed. How can I resolve this issue? My SSD's are Samsung and I tried Samsung Magician but when I try to optimize then with that it gives me the error that disk defrag is not running.

I have an Intel SSD and use the Intel SSD Toolbox application.
The manual for that application says that I don't need to use the Toolbox Optimizer function because Windows 7 and newer natively implement Trim functionality.
So, I'd assume you don't need to worry about Trim on Samsungs either.
If you had a standard hard drive instead of SSDs, I'd expect you would see Disk Defrag.
There is a command you can run from a prompt to confirm Trim is enabled---but I can't recall what it is.

That's the way I understand it, yes.
Defrag is there, but the service is NOT running because Windows 10 realizes you have ONLY SSDs, not hard drives.
Here's the command to enter at an administrator's command prompt if you don't know it.
You want a response of 0 for trim enabled. A response of 1 would mean trim is NOT enabled.

No it does not. Is there a way to re-install the service?

Ok after running system file checker and re-booting that service is there and I turned it on. All set, thanks for the help.
Disk Defrag should be under Windows Administrative Tools. You can also run from doing Winkey+R with defrag in the bpx and press enter.
