If the etl files keep propagating after you delete them, here's a fix that worked for me:
USOSVC service that fills up C:\Program Data\USOShared\Logs folder and endlessly created log files.
1. Use task manager to kill Update Orchestrator process.
2. Delete all sub folders under %windir%\SoftwareDistribution.
3. Restart Update Orchestrator Service and run Windows Updates to verify that files stop growing infinitely and that they are working as intended. You may see a few files created and they are small around 78kb or so. That is okay. You just don’t want to see the looping file creation.
