Its best to log in as "Administrator" to run Disk CLeanup. Also empty your trash bin if there is anything there before you begin

I urge you to do nothing until "when its deleted from C drive but the same file is on another it will delete it there aswell " is clarified.

Please can you give examples of what you mean by this.

There's no way deleting a file located on a specific drive also deletes it from another drive. That won't happen, when deleting files and folders Windows only deletes those that user has chosen to be deleted. Never, I repeat: never will Windows delete a copy of that file or folder (same name and extension) from another drive, if it haven't been chosen to be deleted by the user. Not even shortcuts on other drives will be deleted, deleting file Test.txt from drive C: does not delete its shortcut on drive D:.

Windows libraries are often causing confusion regarding this matter. It is important to remember that a library is not a folder, instead it is a collection of files in other folders on any folder added to library on any connected drive on that computer. Deleting a file or folder from a library will delete it from the drive where it is actually located.

I seem to understand a little bit more now on the subject but for some reason I remember this happening when I had deleted a whole bunch of stuff and I had doubles of those files I thought they were deleted on both drives I was obviously wrong the way my computers drives are setup is confusing sometimes I have a c drive which is usually the biggest and main drive but it's the opposite I have the d drive also and it's the bigger out of the two so I'm stuck selecting d drive as a path every time I download or install something it's a real pain

A relative introduced me to partition logic which I know very little about and certain programs like this I struggle with so I use YouTube tutorials to help myself out

I would do disk cleanup and include system files and checkmark everything EXCEPT Downloads. Also, be logged in as an administrator.

It WILL tale a long time be patient and do not let the computer sleep.

It's strange because yesterday it switched from around 4 gbs of free space to 21 when I turned it back on this morning it was back to 4 again I think it's an os thing I've scanned the drive for errors I've done hardware checks and nothing so I think it's a bug in windows 10

Also there is no system file option in disk cleanup I'm logged in as admin I had to set that up through powershell
