Task manager says 3.5GHz is 10% CPU usage?

That's the real CPU speed. Above and right is showing running at 1.80GHz currently and 10% use.
Wait what? I thought this was the current speed

There is nothing wrong with that, it is how modern CPUs work, particularly those for Laptops.
The U series CPUs have a range of power saving measures which can involve clock speeds and core voltage.
You don't have to worry as it will Turbo up as required by an application, and conversely clock down when not required, so your Laptop does not get so hot.
The detailed Intel CPU specs will tell you what the range is.
i7-8550U 1.80 GHz, shown top right, just a CPU name and nominal speed, never changes.
Max turbo single core 4 GHz.
Max turbo 4 cores 3.5 GHz(?).
Lowest frequency 800 MHz(0.8 GHz).
The TDP (thermal design power) can also be configured between 10w to 25w, thus suitable for a range of uses and so they don't have to make so many differing processors.
The top left you have Highlighted is the CPU frequency, and usage at that point in time.
