I've started getting the Event ID 1030 error as you mention under point 5 (see below). Did you find the reason for this and a fix? I Googled the issue to no avail.

UPDATE - I JUST GOT EVENT 1030 'IpICSHlpStopSharing' : '0x80070032'. AGAIN ON REBOOT. GO FIGURE.
Steve C - Looks like I got this only one time. right after I upgraded to 1903. In addition to
'IpICSHlpStopSharing' : '0x80070032',
I also got
'IpICSHlpStopSharing' : '0x80070032'.
'IpICSHlpStopDnsServer' : '0x80070490'.
and
'IpICSHlpStopDhcpServer' : '0x80070490'.
Four total clumped closely. But only that one time.
FYI - I made a bat file that has these instructions, and it seems to help from time to time.
sfc /scannow
Dism /Online /Cleanup-Image /RestoreHealth
sfc /scannow
I run it as Administrator.
After, I sometimes check the resulting log file
%windir%/Logs/CBS/CBS.log
But my 10 has been in pretty good shape, although I still get #3, 6 and 7 on reboots, as well as
Event 1014 -- Name resolution for the name _ldap._tcp.dc._msdcs.fios-router.home. timed out after none of the configured DNS servers responded.
I happen to know that fios-router.home is my Quantum G1100 modem router supplied by Verizon for my 1Gbps FIOS, but so far I haven't gotten an explanation for that Event. I also run the dnscrypt-proxy service via Simple DNSCrypt, and my only designated DNS Resolver is cloudflare's new 1.1.1.1 service. Look for the great article about it in Ars Technica. It might have something to to with this last Event.

My regular Warnings and Errors on reboot of 10 (version 1903) are:
1014 -- Name resolution for the name _ldap._tcp.dc._msdcs.fios-router.home. timed out after none of the configured DNS servers responded.
1030 -- 'IpICSHlpStopSharing' : '0x80070032'.
360 -- Windows Hello for Business provisioning will not be launched. (and ten more lines)
2 -- Session "Cloud Files Diagnostic Event Listener" failed to start with the following error: 0xC0000022
During the day, I also get clusters of
10016 -- The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user DESKTOP-3*****N\[My user name] SID (S-1-5-21-[10 9 and 10 digits]-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.
