Because it would totally wipe the drive you are booted from. Not allowed on the booted drive, that's electronic suicide, so to speak.
This operation deletes all data on the disk.
- At a command prompt, type: Diskpart.exe.
- At the DISKPART prompt, type: Select Disk 1.
- At the DISKPART prompt, type: CLEAN ALL (The CLEAN ALL command removes all partition and volume information from the hard drive being focused on.)
- At the DISKPART prompt, type: Exit.
If your intention is to wipe it, it can be done from a booted Windows Rescue media or Install media.....or a booted Linux distro.

Another option is using reset:

Much easier to use a Windows Rescue or Install Media, and get to the command line prompt in it and do the Diskpart. Particularly if you've never messed with Linux. I only mentioned it because others would have. You can make a bootable Install thumb/DVD using Media Creation Tool. Second choice here:
