I used the tool and it downloaded the most recent which is 1809. Disc % is jumping around from 10 to 70%. it feels like it is moving pretty good though. I have purposely opened up several programs including firefox. I am not sure if it is fixed. I guess I will have to live with it for a while. If it isn't, what is my next step? memory is around 70% consistently

You can use the HeiDoc.Net Microsoft Windows and Office ISO Download Tool to grab whichever version of 1803 you need (Home, Pro, Enterprise, Education, languages, etc.). I just wrote an article about this tool last week: Toolkit Item: HeiDoc.net MS Windows and Office ISO Download Tool

The latest two iso versions of Windows can be downloaded from the Microsoft website when using Microsoft Edge.
The current version is available without navigation.
The older Windows 10 iso requires some navigating.

An in place upgrade repair with the identical iso generally fixes Windows operating system problems.
And an in place upgrade repair with a newer iso generally fixes Windows operating system and registry problems.

If there are problems after an in place upgrade repair with a newer iso look for application problems using clean boot or Microsoft systernals:

Great- now's the time to create a new base disk image of windows with e.g. Macrium reflect (free) + large enough external storage. After that, periodically and before and after every major change, create a new differential image (smaller, faster).

Then, if something goes wrong- even if your disk fails- you can restore Windows and any partition you've imaged to a previous good working state.

You can also eanble System Restore if you wish- although restoring is notoriously hit and miss.
