I cannot help pin down what is wrong with this machine, but I have worked on a similar machine in the past. (FYI I don't know OP, just have worked on this model machine before). After about 2 years they have this issue. They become unbearably slow. The only fix was wiping all the drives, clean installing Windows, and not installing any of the HP Software.

Also the AV in use here is much too resource intensive for this machine. Unless OP is regularly installing random or suspect software, OP would be better off installing a competent ad-blocker on browser, and sticking with Windows Defender.

Start by dealing with Avast as said before- eliminate every trace. There's an uninstall tool if necessary. You say you've uninstalled it- but see your second screenshot...
Avast Uninstall Utility | Download aswClear for Avast Removal

    And again, remove Ace Stream.
    Also stop Youcam from starting.

    Then repost.

Note- your 2nd is organised in alphabetic order. For CPU use high to low, click the CPU tab before taking the screenshot.

You need to sort the columns, with highest number at the top.

    Hello,

i could not find the avast in my control panel, i think it is removed. The screenshot that i have sent where you see it, was the very first screenshot that i have sent in here, not sure why both were attached to the thread.

    I have stopped cyberlink

i have took screenshot of the entire task manager, pics are 1 to 6

    Thank you

I'm confused- your 5th still shows Avast. Should that not be there?

What would be useful if you see CPU use high, click the column header:

I noted Local System (Netowrk Restricted) CPU use was high in your first.
    Try

But we do need one screenshot with CPU use organised high to low down that column please.

    Hello,

i do not see the superfetch in the services, i have attached a screen shot.

I have followed your link to remove avast, i am waiting to see if there is another option to remove the Local System (Netowrk Restricted) to submit a fresh task manager organized from high to low screenshot.

    Thanks for the help again

Apparently in build 1809 MS has now called it SysMain....
no superfetch service at 1809??? Solved - Windows 10 Forums

there is another option to remove the Local System (Netowrk Restricted)
    - you can't remove that.

Try disabling sysmain just as a test, then post a screenshot of your task manager, looking for it being high, and making sure CPU use is high to low.

I think you may just have Avast browser- which can be uninstalled separately if I recall.

It's not clear to me what to do next- first thought is simply your system can't handle much at all from looking at that; next is there's now no one thing responsible, next that there's a lot more low level activity than there should be.

Disk usage is far too high. If you click Disk, what is the process using the most disk resource?

Freebooter (post #2) asked you to use Speccy (free) and post screenshots- I'm interested in details about your CPU clock speed and RAM.

What are your power options set to?

    And your laptop model?
