Odd desire to Slow PC down

    As CountMike says, if any action you wish to be slower requires minimal processing, it's going to be really hard to find a way to slow it.

    Certainly worth experimenting with BES just for curiosity's sake.. it's somewhat unique.

    Just sitting here with few open tabs on FF, it barely hits 1% some times, showing 0% most of the time and CPU's minimum of 2.1GHz.

    In contrast, when a PC can now do c. 10^9 operations per second, why does it take so long to boot?

    Everyone here talking about CPU, but modern CPUs even underclocked have enough performance for lots of everyday consumer tasks.
    Also seriously crippling CPU to run slower on laptop may be hard, some CPUs like desktop K variants allow changing multipliers etc. but on laptop with mobile cpu BIOS settings may be limited to underclock it, but you need to remember that in lots of cases your speed comes not only from CPU. Is your slow i5 pc equiped with SSD or spinning HDD? Because nowadays for most casual tasks the most noticeable speed improvement is moving from HDD to SSD.
    It depends on laptop but some models have easily exchangeable disk drives, so you may change your fast SSD to HDD then reimage OS (so you don't need to reinstall) and you will most likely feel your pc become more sluggish.
    Then donate your SSD or keep it for when you change your mind.
