Want a cooler processor? Do this.

Go to power options, Set it to balance, Change advance power settings>Processor power managment>Processor maximum state and make it 80%
I have EIST enabled, Turbo Boost enabled, Enhanced boost in bios but disabling EIST, turbo boost and enchance boost will make your cpu cooler I'm pretty sure.
You can sacrifice some performance for a cooler processor. (Imo i would keep them all enabled and just do the power option, I'm running an I7 9700K My CPU is now 30-35c idle which is good.

I thought the balance option was only for laptops.

I did that now my games won't play...

This reminds me, I'll have to find the pictures but I have a buddy that once had his tower water cooled, but he ran the tubing through a fish tank that he'd fill with ice. It wouldn't have been so bad but he sucked at the games so really all that was for nothing. I told him I can use my old laptop and loose...

    xD
The max you can set is 75%, Any lower can lead to instability.

I recommend 80% Just to be safe.

Windows does actually let you set 0 % for the processor state

You need to look at the particular specifications for your Processor and relate that to the Percent Scale control in the Power Options > Advanced > Maximum processor state.
On the processor I'm using now that minimum usable percentage is 25% and matches the specification given by Intel for the Processor i.e. minimum speed step.
Whilst you can set a value below that, it just won't go there. I have done that.

So you buy a top of the line CPU, the 9700k and you cut it's performance by 20%+ lol. Why didn't you just by a cheaper/cooler CPU? Anyone who buys a 9700k, buys it for it's performance. I hope you switch it back to 100% when you game or do anything CPU intensive, otherwise you could have just bought an I3 and saved a lot of money.

    the i7 9700k has 8 cores while the coffee lake i3s have 4 and i5s have 6
maybe OP wanted a CPU that has more cores and not just for performance
