How do u fix (-2147219200) error?

This has been happening all day now I've gone all over google trying to fix it, but nothing really relating to this error came up, things that happen with this are error are that anything related to the windows 10 settings thing(not control pannel) is not able to be accessed, most functionallity of the taskbar is not usable, start button dosen't work, search doesn't work. And when ever i try and access any of it, it comes witha long pause and says "The files does not have an app associated with it for peforming this action. Please install an app or, if one is already installed, create and association in the Deafult Apps Settings page".
Also when I go to command prompt using run>> cmd (with the administrator) and try and launch settings using it, it gives an error message of "(-2147219200)" and in the command prompt says access denied. I don't know if this is malware or not, i don't really have an idea to fix it.

Another thing is that when I go to safe mode it allows me to use the settings and start menu, nothing wrong with a safe mode other than it being safe mode.

METHOD TO FIX Just repair install it(search on google for the method) u can keep ur files and it fixes it
