Wow, thank you so much! I will definitely try all of that...................after coffee.

Anyway, this is the story so far...
Using System Config I Disabled several culprits affecting my Ram (leakage).---
Adobe Acrobat Update Service (and I also uninstalled it, so it's gone byebye)
Intel Extreme Tuning Utility Service (I don't OC)
Intel Optane Memory Service (I don't use or need Optane)
    ioloEnergyBooster (.........WTFIT?)
OC Controls Windows Service (again, I don't OC)
    xTendSoftAPService
    xTendUtilityService
    Killer Network Service

After my morning ritual of 'coffee and laughing with my neighbor', I will implement your Purge Of Death on my PC.
To play it safe I will turn those components back on so they'll be easier for my PC to see them if they are part of this cabal against me.

Another thing.......I completely forgot (as in 'duh-duh') the whole Win 10 Settings feature which has a LOT to do with install/uninstall etc.

    I haven't forgotten about you Faith. I was.......busy.......
I attempted to try what you instructed but got sidetracked by all the new downloads from Dell for my PC that I've been missing out on because I was still on 1803.
So I downloaded/installed the ones that looked important and lo and behold, my Ram started getting 'way up there'. Yikes.
To top it off, today I was able to DL 1809, and then my Ram thought it was Hercules.
So I turned off all non-MS services (except for Thermal Controls, I won't make that mistake again)
and I turned off all Start-ups except for Windows Security Notification and Classic Start Menu (I need that one or I become visually lost).

At full rest, Commit is 4.1 and Physical is 2.3.
That makes more sense. And my PC isn't going all haywire. With all those Services and Start-ups off I can still fully use FF, VLC, Steam, Photoshop, Cool Edit,...a whole lotta stuff.

Which brings me down to the next big burning issue...

Is there such a thing as a Services/Start-up Profiler? That is, an app that can record/retain pre-set configurations of which Services/Start-ups will turn on/off at the Users' request? If there is such an animal please let me know. It would sure be better than going in and configuring them one checkbox at a time.

Thanks Faith! (I have a sister named Faith. We call her Fifi.) (Feefee)

The bloat usually stems from the network suite manager that's pre-installed. Have the latest driver downloaded and available on your computer if you want to remove it just in case something goes awry.
It seems every company wants to take over your PC, Adobe wants to give you McAfee and everything else just to update flash. And don't get me started with all the bloat Microsoft included with Windows. It getting to be that our PC's are just to run bloat, you'll have to find another machine if you have something productive to do...

Virus scanners that eat all your resources, as if I own the machine just to scan it for viruses...

Hey! There probably are, but it would be another service to run/stop other services which seems ironic doesn't it? I don't know of them personally, but in my shoes I would just simply and completely uninstall stuff I don't need. And there so much stuff installed on Alienwares an OEms these days by the looks of it. My OCD would've gone haywire (It's easy to trigger it for me). But it's your computer, it's all about what you feel is right and feel comfortable with. As long as the memory leak is gone that's what's important.

Intel Optane - Are you sure you don't need this? Or is it only Optane ready? It's important to have it installed if your computer utilizes the Optane Interface Controller.

ioloEnergyBooster - another snake oil to "optimize" games. Uninstall it. Windows 10 have its own snake oi... Uhm I mean game booster called game mode if you really need one.

xTendSoftapServices - never heard of them, but digging around leads me to Killer networking. No clue what these apps are doing tbh. Need to do more research in case it's necessary for you, but I doubt it.

Intel Extreme Tuning - Yea, unimportant if you don't use overclocking. It is its own app too so just uninstall it.

Windows OC Controls - Seems to be related to the Alienware Command Center and the fan controls. But it's labeled as its own UWP application which is a bit odd if it's already a part of the CC. No idea why Alienware need so many apps for overclocking. Usually it's done in the BIOS anyway. Much safer.

Adobe Acrobat - You can read PDFs without it using the built-in reader in Windows/Edge/Chrome etc. Uninstall. Unless you need its extra features like digital signing and code-sets for PDFs of course.

I bet it's not, you can quit that update service but it never quits you...

Intel Optane is for PCs that have their C drives on HDDs. Makes them quicker. Mine's on an SSD so there's no need for it.
If anything I don't need is labelled Dell, Intel or Alienware I'm just leaving them disabled.
I notice how other bloatware not labelled with a brand name conveniently don't have any options or locations to uninstall. So...disabled.

Let's all gather around the campfire and sing Michael Row Your Bloat Ashore.

Is there a consolidated and comprehensive list of un-needed crap services?
Every new Windows revision adds to the bloat. And third-parties do their part, too.
But how are we to know about all of these wack items? There are so many, and I often can't tell the good guys from the bad guys.
