    Forget it.
    Clean start>>failed
    Upgrade repair install>>failed
    Suggestions from Microsoft support>>failed
    Update troubleshooter>>failed
    Screwing around with updater worker>>failed
    Whatever else>>failed failed failed

I'll figure it out. If I say my computer cant check for updates, why does solution 1 through 100 involve checking for updates. Why is it so complicated and error prone to reinstall a fresh working version of windows.

Im thinking perhaps ill try again with an 'ISO' or 'USB installation media',
    - if you have started an in-place upgrade repair install, you must have one of those already, starting the process by running setup.exe from either the mounted iso, or the installation medium.

    So
I presume that 1 or both of those options will bypass the 'checking for updates phase'.
is puzzling, and doesn't make sense I'm afraid.

Yes, you don't have to accept udpdates as part of the procedure- that's a matter of responding apropriately to the relevant prompt.

If you are happy to do a clean install, you can of course. Make sure you have backed up everything, as that process requires you to delete ALL partitions (typically 4 for a UEFI installation) created by Windows when it was installed. (You can of course keep any data partitions you have created.

Note that using disk imaging routinely can help give you a quick way to recover from difficulties like this, back to a working state, without technical help, even if your disk has to be replaced. Should you do a clean install, that's one thing to start doing as early as you can.

Note you can get build 1809; 1903 or whatever it will be won't be for a few weeks, I'd guess. And best not to take the first offering from MS anyway!

You can also create a disk image of what you have now- that acts as a full backup so you can retrieve any file you need.
E.g. Macrium Reflect - free- plus external storage.
