Windows 10 slow boot on Windows Logo spinning dots

When booting into Windows 10 it takes around 30-40 seconds on the Windows logo with the spinning dots loading screen.

I have tried everything I know to solve these issues:
Turned off fast start up
Ran CCleaner
Ran Diskclean up
Turned off startup program / services
Booted into safemode (Same issue)
Uninstalled Intel Rapid storage software
Ran a Windows inplace upgrade repair

Also this was happening on a previous 2.5" SSD I had installed which I cloned the Windows onto the NVMe but still the same slow boot.

Windows performs fine when loaded its only the boot process which takes longer than expected.

My Specs are
i7 8700k stock
16GB 3600Mhz RAM
1080ti ASUS ROG
ASUS ROG Maximus X MB
Boot drive Samsung 970 EVO NVMe M.2 500GB

It can take time for Windows to do its housekeeping when booting up from a cold start. You are best to How to perform a clean boot of Windows 10 to diagnose issues

In my post I have said I have tried turning start up items off and boot into safe mode with the same result.

You need to use the Clean Boot method, not keep going into Safe Boot. Depending on how you cloned your other hard drive to the new one, you may have to just do a fresh install of Windows to fix this, if the Clean boot does not work.

Clean boot method is the same, this was a problem before I cloned the drive.

I ran Windows Performance Analyzer and here are the results. I dont know how to read them but it may help.

I can't get it to run on my PC. WPA opens then immediately closes. Win 10 X64 Pro 17763.292.

I may have found something in the Windows performance Analyzer

There are Hundreds if not thousands of entries for around 30 seconds which is the time windows spins on the logo screen.

I have found the issue, it is when I plug in my 2TB Western Digital drive it slows the boot speed down, this has no system files on at all I cant see a reason why this would cause the boot time to slow down by 30-40 seconds.

Indexing?? Try turning off indexing for that drive, see if that helps.

Control Panel, Indexing Options.

Check whether that 2TB WD drive has any active partitions. Set them to inactive if so. I use MiniTool Partition Wizard to do this. Having more than one active partition can slow the boot process. I had this very problem a while ago on a removable WD drive which still had an active partition due to being a retired system drive.
