Windows 10 CPU “throttles” at 15% randomly.

    Hello,
Every 5-10 minutes my laptop’s CPU maxes out at 15%, and seems to me like throttling even though I have turned off all throttling things and is on high performance mode. After the throttling stops my CPU goes to 100% for a bit then settles to 60% then repeats. No matter what I’m doing.

please help! I have pictures of it doing this

    Hi Lucas.
Which kind of computer is it ? Have you checked in Power Options > Advanced settings and Minimum Processor setting. If it's laptop/netbook even High performance setting can be pretty aggressive.

    Hey, thanks for replying!

I’ve just checked that setting and the minimum for battery is 5% and plugged in which it always is, is at 100%. My laptop is an Alienware 13 R2. This has only been a recent problem too and I’ve had this laptop for 2 or 3 years.
    My specs are:
    CPU: intel Core i7 6600u 2.50 GHz
Ram: 16 GB dual channel DDR 3 798 MHz
    Motherboard: Alienware 0JGWX1
    GPU: integrated Intel HD 520
    4GB NVIDIA GeForce GTX 960M
    Storage: 465GB Toshiba
