Heres a couple things I tried most recently:
-Checked the health/status of the SSD. I had CrystalDiskInfo installed and ran that, everything was all good
-Checked to see if there was another boot record on the other hard drives attached to my system. I even unplugged them to make sure they weren't interefering with the boot. Still no improvement.
After all that research and effort, I just gave up and decided to wipe and format my SSD and installed a clean copy of Windows 10 on it. Now its booting in <20 from cold boot. Thanks for all the suggestions everything, but it sounds like the nuclear option was the best and straight forward option after all.
