Since the v1809, on occasions Windows 10 displays incorrect time. The timezone is set correctly, for example this morning this image has been taken around 08:40AM local time:
Previously, toggling the day light savings time off/on would reset to the correct local time. At this time, the local time had to be set manually via the admin account.
Any idea what causes changing the time, but not the timezone?

How old is the CMOS battery on the motherboard?
If the battery is low or dead, it could cause issues like this with the time.
One way to test is to leave the computer running for 24 hours to see if the time issue occurs during this.
If it only occurs after you powered off the computer for a while, then the battery may need replacing.

AFAIK... The power supply does provide low voltage to the motherboard that powers the BIOS/EUFI chip if and when the system is off, as long as the OS shuts off the system and the system is not unplugged. In my case, the system is scheduled to power off, after the daily image backup and as such, the power supply should provide the necessary voltage to the BIOS/EUFI chip instead of the battery. Even in the case of dead battery, the time and date should not change, provided that the low voltage circuitry is still operational.
The other issue is that it is only the time changes, the date displayed is the correct one. Shouldn't the date change, if the issue is related to the CMOS battery?
Starting up the system today, time and date is correct for the timezone. As such, the power supply low voltage circuit is seemingly still operational, even if the CMOS battery is dead. This is an Ivy Bridge system, about six years old and as such, the CMOS battery will be replaced after some more testing and/or just in case...
After further review...
I had a hunch that this is an issue that's not related to the CMOS battery. After tracing my activities around the the occasions when this issue came up, I've learned something new...
The system also runs Linux Mint (LM) 19, that sets the BIOS time to GMT every time when LM is booted. Subsequently booting W10 shows the local time off by five hours and always five hours. I'll either change the way LM handles the BIOS time, or just change it in Windows on occasions.
