Within Windows 10 x64 on my laptop, I have set the display to turn off after 20 minutes (on battery).
Still it turns off after a few minutes only.
Does anyone out there have a suggestion where I might need to look to have this fixed..?

I am afraid I can't find anything of the like. What I can find is as per attachment.

My settings are as per below.
Problem is computers are LAN-connected (shared) and during copying/synchronizing the laptop shuts off, then the connection is lost.
So in fact I have to think of moving the laptop mouse every 2-3 minutes ... to avoid this turning off.
However, it strikes me that sometimes indeed the screen stays on for a longer period of time.
Totally puzzled.
Use Powercfg to diagnose these issues. Powercfg command-line options | Microsoft Docs Just remember to be in your "MyDocuments" folder for saving the .html or it will save to the root for C:/
Also, check the settings for all Power Plans, including the ones not selected. No idea why but I've seen that fix strange problems like this.
It seems the power plan settings in Control Panel and those in the Windows 10 Seetings panel are not always in sync. Reset them in Control Panel and then make sure they are in sync.
