Videos lag or freeze when playing

About 4 years ago I upgraded my Dell desktop from Windows 7 64 bit to Windows 10 64 bit.
I've noticed that there is a lag or freezing of screens including video where the spinning donut goes around and around. I don't have the same issue on my phone with the videos so it has to be the computer.

I just changed the Windows 10 virtual memory paging file sizing from a geekinphoenix.com blog post to initially 1.5 times the total system memory of 8 gb of (1,024 X 8 X 1.5= 12,288 and the maximum size to 3 times the initial to 36,864.

    I still noticed a lag.

What can I do to increase the performance so that this does not happen?

I was able to play streaming videos without issue using Internet Explorer. I streamed the same HD videos on both. The problem must be something with Google Chrome that is causing the issue. Any suggestions as to what that could be?
I'll keep experimenting to see if there are any other issues.

I'm not sure what you mean by "got a proxy set in chrome" Do I need to check a box somewhere for that?

I was on YouTube. Seems like there is a Windows problem with Chrome and Cortana that was addressed in a cumulative update. I am trying to download the one from 10/23 Windows 10 version 1803 for x64 based systems KB4462933.

    Edge works without issue.

Set page file to system managed size. Or if you have SSD you could use no page file. On my low end tablet videos stream fine on youtube without a page file.

If you use PotPlayer you could open videos directly and experiment with resolutions to see if you get smoother playback.

Other than that try getting advice on fully removing then reinstalling your graphics driver. I can't help you with that.

Or try the standalone version of Vivaldi browser and see if you get the same problem.

Appears the update worked. Also, in Chrome I unchecked in Settings, Advanced Settings, System unchecked "Use Hardware Acceleration when Avaiable". Videos play fine now in Chrome.

I'll check using the System Set page file to system managed size.

Changed to System Set Page file to system managed size and it is working fine as well.

Thank you to both of you!!
