I am running an i7, 16gb RAM and a 512gb SSD. The "weak hardware and slow HDD" does not apply.
Defrag is not recommended for SSD drives.
Nobody found relevant the bluetooth issue ? Why disabling the bluetooth gets me back to 21st century reasonable reboot times ?
    Thanks.

Quite frequently slow boot up can be caused by non-Microsoft services during the startup process. Very simple way to check.

Start msconfig and go to the services tab. On the services tab, check the "hide all Microsoft services" box. Note the non-Microsoft services that are checked and then uncheck them all and restart. If your bootup is now fast repeat the process each time re-enabling one or more of the original checked services. You'll be surprised how often these services cause the slow boot up.

Where do you go to type msconfig? No startup filed like Win 7!

I have just disabled all of the non Microsoft services and it basically didnt change. Strangely, a few times it did reboot fast and most of the times it didnt.
What I have detected visually (having spent countless hours in front of my notebook) is that this is a shutdown problem and not a boot problem. The extra minutes or seconds are spent from the moment it turns off the screen until the keyboard flashes and the Dell logo comes up.
What do you suggest to check what is happening on shutdowns ?

You can get a lot more information on your shutdown process through event viewer.

Type in event viewer in your start window.
In the window that opens up (left-hand side) click on Application and Services Logs/Microsoft/Windows/Diagnostics-Performance..
Tap on operational (still on the left-hand side)

On the right-hand side you will see (center panel) successive event IDs. Each will have an execution time associated with it. Event IDs 100 reflect boot performance. Event IDs 200 – 20x reflect shutdown performance. If you double-click on any one of them and then click on the details tab you will get a rundown of the boot or shutdown process and the Durations associated with each. Comparing different event IDs reflecting different reboots will give you a good idea regarding the delays in shutdown or boot.

Open Task Manager and click the Startup tab. It should tell you how much of an impact the programs in there have on your computer's startup times. Please list the worst offenders and disable any that you don't need.

Also, benchmark the SSD and make sure that you're getting the performance that you're supposed to be getting out of it. This appears to be a very popular SSD benchmarking program. Login with a Personal Account - UserBenchmark

I'm getting slow restarts also. My systems starts fast from a cold boot. If I have not installed or updated anything, and chose to restart, when they restart screen first appears with the dotted splash screen, its here that windows just sits and does nothing for 20 - 40 seconds. Once it past the initial first screen and my system post, them from post restart/load is pretty quick.

I have the same, on restart it sits with Program Manager until I press cancel. It is the shutting down not the starting up that is the issue.
