Hi, there's a current thread asking the same question.
    a. Patience. Wait 10 days after upgrade- it should be auto deleted. If not:
    b. Tutorial
Delete Windows.old Folder in Windows 10 | Windows 10 Tutorials
    from
Windows 10 Tutorial Index | Windows 10 Tutorials
    c. Boot to a command prompt and delete it
    d. Use a live boot disk, boot from that and delete it.

FWIW, this doesn't appear to be a general problem. I have upgraded four different machines to 1809 and Disk Clean Up completely removed windows.old on all of them.

My windows.old was not completely removed after the 1809 upgrade. I think it is because I use a Microsoft account. The folder that could not be deleted is a Cortana package. If I recall correctly @Bree you do not use a MS account.

Your recall is perfect. No, none of the machines I upgraded to 1809 use an MS account.

Hmm... MS again... could perhaps explain the other user's situation (last link #2)

In both 1803 and 1809 there is on mine some trivia left in the Windows.old folder which was not deleted after the 10 days.
The current residuals do apparently include Cortana, and I use a Local Account.
Looking at the previous one in my Images the contents were slightly different folder trivia but the whole folder was overwritten by the 1809 update anyway.
I just leave it, pointless deletion of trivia.
