Been there & done that with great grief. In other words, these fixes might work on some machines but definitely not all. I have seen it more than once after attempting to remove the empty Windows.old Folder, upon reboot, it doesn't. In other words, it does something that causes the computer not to reboot and a enjoyable reinstalling of Windows is in order.

I had the same problem, I cleaned via disc cleanup but the folder remained & when I tried deleting it again it said the folder couldn’t be found. I used the Macrium Boot disc & opened a cmd & entered rmdir /s c:\windows.old which worked.
Khyi’s boot disc will do the same.

Wrote a blog post about this very issue couple of weeks ago: Command-line Sequence Kills Resistant Windows.old files (and folders). It explains that the reason why this Windows.old is so hard to get rid of is because it's essentially a damaged or corrupted folder hierarchy with no (as far as I can tell) specific files at the bottom. You can't even navigate to the base of that hierarchy (you'll get "file missing or not found errors" if you try).

Each time I've dealt with this, it leads me down to Favorites which has Bookmarks Bar & LInks which has Folders. Each one of those Folders has zero in it. Yet, I have had the great joy of removing Windows.old through different means (can't remember all now) but one was through the Command Prompt. The Windows.old was indeed removed and all worked well until I rebooted the computer and then presto! The machine would not reboot.
As much as I am still tempted to remove that thing, I'm leaving it alone because I know fairly well I'll just wind up with a computer not rebooting up again. Appreciate the suggestions just the same.
Also, the Link you gave does not work.

Your link sends one off to a site that is not English. Also, all previous attempts at doing this has ended with the computer not able to reboot. In other words, it ended in disaster.
I've done a cleanup through the Settings / Storage / Temporary Files and though it removes the contents of the Windows.old, Microsoft for whatever reason, still makes it so the Folder itself will be automatically deleted. This has just been done on two computers with Windows 1903.

I don't know if this will help or not ., I recently had freeze problem with my preview computer.
The windows .old file was still there. I did a reset keeping files and when it finished Windows.old was gone.

After at least three attempts to remove that Folder with various methods I've found, each one was a total disaster. I still don't know why Microsoft doesn't automatically remove it.
