Laptop battery not charging

For years, I've used BatteryBar to give me heads-up when something is not going as planned concerning AC-only or DC-only powering the laptop at any given time. It will show 100% charged. Sometimes, in schools, an electrical outlet is not working or a surge strip outlet is not working, I get a green bar of battery-only instead of my normal blue bar indicating that AC is charging battery as the battery powers the laptop.
While BatteryBar does not fix anything, it is a form of "tiny-NORAD" advising me all is well or all is not well.

I agree with @RolandJS (who happens to be a central Texas neighbor of mine). BatteryBar is an excellent tool, and much more informative than the built-in battery monitoring that Win10 provides. Right now, a lifetime license is $4 per PC and it's well worth the outlay. That said, a free version is also available. HTH,
