Regarding the request to open command line as admin and then execute the command
cd %programfiles(x86)%\Windows Kits\10\Windows Performance Toolkit
This command failed, it said the path doesn't exist on my computer.

I have run the sfc command after re-booting, as I understand it there are still corrupted files found. The log is here:
Dropbox - scannow_log.zip
I rebooted my computer, ran the sfc /scannow command, and um ... well ... the problem seems to be gone.
Firefox loads quickly
Windows explorer is almost instantaneous
Windows-P is instantaneous
If anyone can explain, please do
But otherwise, I think this thread is over unless the problem returns.

Great- now if you don't already use it - and it's strongly and repeatedly recommended here- create/ update your disk image.
Disk imaging- means you can restore partitions/Windows/disks to a previous good state- even if you need a new disk.
E.g. Macrium reflect (free) + large enough external storage for disk image sets.
