Can anyone help with extremely slow load and operation of some progs?

    dalchina is correct "It's no good trying to fix Windows if the hardware is problematic." in post #7.

    You can run Dell's pre-boot diagnostic as one of the tests it does includes the HDD.
    --- Shut the computer down.
    --- Upon startup, immediately press the F12 button
    --- It could take a while to run.

    Also save their data.
    Post #1” Start button won't shutdown
    CTL -ALT-DEL where shutdown blue screen and spinning which doesn't seem to shutdown after 30 mins or so... only way to shutdown is via on/off button on base unit.”
    --- I think it’s very important to see if you can get it to shut down w/o using the on/off button.

    Use Alt+f4 in option 3
    --- Even if it takes forever to shut down, it’s better than doing a hard shutdown as a habit as you are adding wear & tear to the HDD.
    --- You can also investigate other options as you might prefer one of them especially if Alt+F4 doesn’t take for whatever reason.

    When the computer is up and running go to Dell Dell SupportAssist for PCs and tablets
    Dell SupportAssist for PCs and tablets | Dell US
    --- Even if it takes forever, download and run it.

    in fact the computer says Packard Bell on the base unit - although the system info says Dell

    Tried running Crystal Disk (Hard Disk Sentinel alternative) Info and again that appears to run but doesn't display any results... in fact Crystal Disk Info doesn't appear in the Programs and yet under task manager is running (I loaded it on my computer and it does display in the programs)

    ps - If I right-click on the C Drive and Properties >>> Optimise >>> Nothing appears to happen - There should be another window that pops up and the 'same thing' seems to be that the display window doesn't appear...

    Update:

    Tried to run chkdsk /f C: via Command Prompt and it doesn't run - message says "The type of the file system is NTFS cannot lock current drive"

    That chkdsk command must be run from an admin command prompt.

    Note- you need to determine if the disk is failing first. Trying to fix the file system for the used part of 1 partition on a drive is a bit like patching the plaster in a bedroom in a collapsing house if the drive is faulty.

    From what you've said, regard the drive as faulty, hope you've a disk image or other adequate backup, and replace it.

    Another approach to get info on the drive- use the portable version of HD Tune e.g. on a flash drive
    Download Portable HD Tune 2.55

    - no installation on the suspect HDD

    Use the Health and Error scan tabs.
    ================================

    Otherwise and independent of the drive, and so recommended- to check it, would be to boot the PC using Kyhi's boot disk (available from the top of the Software and Apps section here).

    Boot your PC from that, then run HD Tune from that disk. Use the Health and Error scan tabs.

    In case it is a Dell, press F12 upon startup to run the pre-boot diagnostic
    --- If nothing happens, shut down.

    Start back up and press ESC in case it is an HP
    --- Press F1 and you will see the system information if it is an HP
    --- Then go to F2 to get into the system diagnostics
    --- Press F4 for the hard disk test.

    Did a chkdsk /f and all okay
    will try the esc on boot as above

    What is "system reserved windows 10 100% fragmented" - I have read elsewhere that it isn't an issue.

    Have tried this - but it just boots up and doesn't go to diagnostics... or options screen
