Can you please uninstall all third party antivirus programs and see issue resolves.
My apologies good friend. I misspoke in my earlier post. Turning off 3rd-party services did indeed stop the disk activity spikes. I was also able to isolate the application (CleanMyPC Watcher) that was causing this behavior. You can see it in the startup services screengrab below. Oddly, this is an application that's been on my system for some time now and it never gave me any trouble before. Furthermore, despite the fact that the disk activity spikes have stopped, the disk activity lights on all my externals are still blinking away. I'm not sure if that's something to be concerned about or not. Thank you for your tremendous help! Any suggestions going forward would be appreciate.

Further update: I decided to go ahead and completely remove Bitdefender IS and, lo and behold, all the blinking and cranking and grinding have come to a halt. My system is once again enjoying that peace that has eluded it the past 24 hours. I went back to Avast. Thank you once again for all the help and support.

I recommend staying with Windows Defender. You may run into issues with AVAST too.
windows 10 insider latest ( march 2019 )
found that latest updated os is installing new windows "features" for bios enabled virtual disks.
The hardware features were always available but no specific features were actioned in previous windows 10 releases.
If i disabled new windows ten features related to disk virtualization, the disk activity decreased and my normal system activities returned to a normal speed,
Also the wifi adapter was no longer burdened with 7 new windows wifi services related to virtual disc wifi requirements.
Recommend that the installation of virtualization and wifi-virtual disks features be supressed and offered as user options on older equipment( pre 2010 ). the old hardware I use is not capable of the workloads imposed by virtualization features now automatically installed by the insider previews of thewindow 10 os.
