I had this problem, and I think, it was related to Windows using MS SATA driver by default. Even when I installed a package containing AMD SATA driver, it got ignored, it has to be installed manually, always.

Many weird problems can cause these delays. I've had such delays due to the following:
- Old DVD drive initialisation after a Windows update - removed the DVD since no longer needed.
- Presence of an active boot partition on an external USB drive - partition changed to inactive
- After updating Malwarebytes - reinstalled and was OK
The list is probably endless!
